This is a potent upper low spinning about the 500mb level. That upper low is expect to slowly migrate E onshore in California over the next day or two and perhaps breakdown the record breaking oppressive heat wave that the West Coast and Desert SW has been experiencing. It may also bring the beginning of the typical monsoon season the Great Basin as well.

That upper low should begin to fill in or weaken as it moves inland. I have seen TUTT (Tropical Upper Troposheric Trough) lows in the Atlantic Basin during the summer month that have been rather impressive as this feature over the years.
