This is the May 17-18, 1989 Flood that hit Southeast Texas. You can see the weather map that led to heavy rain. It was a complex setup of a upper level low out west, stalled front, warm front, and a bunch of low pressure systems that met over Southeast Texas. The kind of setup that leads to flooding in the past.
