I'm confused about the wind gusts, so a little help would be appreciated.

NOAA official forecast says N wind gusts could rise as high as 35mph.

BUT

Wind advisory says expect gusts up to 45 (tropical storm force) mph.

Which is the more accurate?

Paul, the only areas that could see gusts that high is offshore in the Gulf which is common with these strong fronts. That is why there are Gale Watches and Warning hoisted for the offshore waters. Now across the Panhandle near Lubbock, that is a different story. They have zero visibility with blowing snow, but that ain't happen down here in SE Texas...in my best Texas vernacular...

I've been on two walks outside today. It's lovely. Lot of people were out walking/jogging/riding bikes along the Waterway.
