Is it possible the NHC has waited to issue warnings because they are unsure where it will actually end up? I know the LLC not being evident has been to topic of the day, but is it possible the storm could end up further N than the models? Or further West? Just a honest question.

No. That will never be the case.

I think, and this is my opinion, they are seriously trying to go by the book. Making sure all the i's are dotted and t's are crossed.

If they don't put out a special advisory it should be around 930 that a full package is put out.

There is plenty of moisture with this storm. Long fetch moisture extends back into the NW Caribbean Sea and across Cuba.

Storm is still 200-300 miles away and radar is looking pretty high up.
