Here is a Power Point I found about major Houston floods; 1915, 1929, and 1935.

1915 flood was caused by a major hurricane that made landfall south of Galveston as a Category 3. The damage it did was severe and when adjust with 2005 inflation, it is much worse than Andrew.

The 1929 flood was really bad because heavy rain fell in April and May, just about a couple weeks apart. Think about that happening today. It would be much worse than Allison in terms of damage and lives loss. It could be one of the worst disasters in US history.

December 1935 flood was really bad for Houston. Probably was caused by a stalled out cold front.

I remember reading that up to 21 inches of rain fell in 1935, mostly on the west side. Since, there were not many rain gauges, it is possible that 30 to 40 inches of rain could of fallen in some areas in the December 1935 flood. I have seen old records at NOAA, mostly COOP sites and this was a three day rain event. Some go way back.

I have read that in the October of 1994 flood, that it is very likely 40 inches of rain did fall, even though the highest recorded amount was 30 inches. I do remember that some areas got over 20 inches of rain in one day. This flood even was really widespread, much larger than Allison in 2001. I posted a link in which it is possible that 33 inches of rain fell on June 8-9, 2001 during Allison.

If 1935 flood was to happen today, we are talking about a catastrophe because western part of Harris County and West Houston is heavily populated.
